How Local TV Stations Launch a FAST Channel Without a Big Eng Team

By Sampath Mallidi, CEO of Revidd · Last updated September 2026

A local TV station FAST channel is not a newscast left looping on YouTube. It is a linear network for your market: live news and weather simulcast into the grid, same-day replays, evergreen local packages, failover when a feed fails, and apps on the TVs people already use. US local and regional stations launch one to keep cord-cutting viewers inside their own branded destination, without hiring a big engineering team, or separately to pitch third-party FAST aggregators.

TL;DR: Map simulcast + library rights, build a 168-hour local week that is not four newscasts on repeat overnight, stand up linear playout (Program Manager, EPG, HLS, SCTE-35, Rescue Playlist), and ship owned apps on Roku, Apple TV, Fire TV, mobile, and web. Run branded FAST/linear inside those apps with ads through your partners (Revidd FAST channels + OTT apps; see also Broadcasters & media networks). Use Amagi or Wurl when managed carriage onto Samsung TV Plus, Pluto TV, The Roku Channel, or similar is the job. Revidd does not claim that distribution.

This playbook complements (does not replace) How local TV stations launch an OTT app and News broadcaster OTT. Those cover branded apps and news OTT framing. This post owns the simulcast / local news / always-on FAST angle. For general FAST setup and platform shortlists, pair with How to launch a FAST channel and Best FAST channel platforms.

What is a local TV station FAST channel (and what it is not)?

A local TV FAST channel is a clock-based linear stream: live newscasts, weather cut-ins, same-day replays, investigative packages, community programming, sports highlights you clear, and interstitial, delivered over the internet to CTV and mobile apps. Viewers tune in like TV. You may run it as free/ad-supported FAST, as a branded linear channel inside a freemium or paid station app, or both.

It is not:

  • Only a website player embed of the over-the-air (OTA) feed

  • A VOD shelf of stories with no schedule

  • Guaranteed placement on Samsung TV Plus, Pluto, or The Roku Channel (that is a carriage deal, not a playout feature)

  • A replacement for your master control or FCC obligations on the broadcast signal

For FAST basics, see How to launch a FAST channel. For the storefront and app path first, start with Local TV station OTT app.

Who is this for: local stations, groups, or newsrooms?

Operator

Typical goal

What "FAST / linear" usually means

Local / regional TV station (US DMA)

Follow cord-cutters on CTV under the station brand

Simulcast news + replay spine in owned apps

Small station groups

One ops pattern across markets

Shared CMS; market-specific schedules and geo

News-led digital teams

Always-on brand between newscasts

Linear grid + VOD library in one destination

Lean media/IT (no big eng team)

Launch without building an in-house OTT stack

Plug-and-play apps + linear CMS

If you only need branded apps and VOD with occasional live, read Local TV station OTT app first. If you need an always-on local linear/FAST feed on the same stack, keep reading.

How do local stations launch FAST without a big eng team?

Treat launch as parallel workstreams, not a six-month custom build.

  1. Rights and signal map (week 0). Confirm what you can put on IP linear: live news simulcast, same-day replays, delayed packages, syndicated shows (often restricted), network programming (usually not cleared for station FAST), music beds, and territorial limits. Playout cannot invent rights.

  2. Programming thesis. One sentence: "always-on home for City X news and weather," "morning-to-late news habit on CTV," or "group template with market overlays." That sentence drives dayparts.

  3. Simulcast path. Wire the live contribution you already trust (for example your encoder / SRT / contribution workflow) into linear so newscasts drop into the timeline and return to recorded programming cleanly. Rehearse weather cut-ins and breaking-news overrides.

  4. Library math. Convert cleared archives into hours you can schedule overnight and between shows. See content-hours below: four looped newscasts will train people to leave.

  5. Linear stack. Stand up playout with a real Program Manager, timezone-aware grids (ET/CT/MT/PT), EPG, HLS output, SCTE-35 cue points, Ad Filler, and Rescue Playlist when a file or live source fails. Soft "playlist on a timer" tools fail at news cadence.

  6. Ad stack. Connect your ad partners (SSAI through partners). Bake break patterns with SCTE-35. Do not launch hoping local AVOD "figures itself out" after ratings.

  7. Destination. Ship owned branded apps (CTV + mobile + web) so the channel lives under the station call letters / brand you control. Separately, if aggregator reach is a board metric, open a distribution workstream (Amagi/Wurl-class), not a self-serve upload.

  8. Ops rehearsal. Run at least one full week dark: overnight hours, live insert, failed file → Rescue Playlist, empty break → Ad Filler, EPG drift, geo rules for out-of-market.

On Revidd, linear controls live under FAST channels; branded destinations under OTT apps; broadcaster positioning on Broadcasters & media networks. App binaries can ship in as little as 1-2 weeks, then store review runs on each store's timeline (outside any vendor's control). Catalog tagging, rights, and news-insert rehearsal usually gate launch more than the app build.

How should simulcast and local news fill the week?

A 24/7 channel needs 168 hours per week. Live newscasts alone will not fill that.

Use this practical inventory model (illustrative operator math, not a Revidd SLA):

Block type

Role on a local FAST channel

Typical weekly share (starting point)

Live news / weather simulcast

Peak attention; sparse by clock

10-25%

Same-day newscast replays

Extend reach between shows

15-30% when cleared

Evergreen local packages / investigations

Midday and overnight spine

20-35%

Community, lifestyle, high school sports (cleared)

Daypart variety and loyalty

10-20%

Short weather / traffic / interstitial

Bridge clock gaps

5-10%

Partner / licensed local programming

Close remaining hours legally

As needed after clearance

Network / syndicated primetime

Often unavailable for station FAST

Assume zero until legal clears

Operator rules of thumb:

  • Simulcast ≠ rights forever. Confirm IP linear and replay windows separately from OTA.

  • Build two grids: news-heavy (morning, midday, early, late) and overnight/weekend (packages + weather loops that still feel local).

  • Minimum uniqueness: a viewer sampling three random overnight hours should not hear the same open three times.

  • Geo: keep out-of-market entitlement honest when your brand is DMA-local.

For general scheduling craft, see How to launch a FAST channel.

What multi-device setup do US local stations need?

US local audiences watch news on the big screen and catch up on phones. Plan destinations in this order for most mid-market launches:

  1. Roku, Apple TV, and Fire TV branded apps (living-room default)

  2. iPhone / iPad and Android for commute and alerts

  3. Web for share links from talent and social

  4. Optional later: additional CTV endpoints as your roadmap expands (Revidd positions 50+ endpoints under one integration)

Owned branded apps keep the station name on the icon, the storefront, and the viewer relationship. That is different from renting attention only on social clips. Product pages: OTT apps and FAST channels.

How should local stations monetize a FAST channel?

Keep layers clear. Do not invent CPMs or fill rates.

Layer

What it is

Platform note

Free linear / FAST (AVOD)

Always-on channel with ad breaks

Ads via your partners (SSAI through partners); SCTE-35 markers

Freemium VOD

Story archive / catch-up

Often free for local news habit

Subscriptions (SVOD)

Ad-light or exclusive local packages

Qualitative fit when value is clear

PPV / TVOD

Special events, high school championships (when cleared)

Scarce live or premium packages

Local direct + programmatic

Station sales team + partner stack

Sales process stays yours; platform supplies video/ad markers

Technical baseline for ad-supported linear: mark breaks with SCTE-35, use Ad Filler so empty pods do not go black, and keep SSAI through your ad partners. Prefer predictable pods between segments, not mid-weather interrupts that break trust.

Revidd supports SVOD, AVOD, TVOD, hybrid, and PPV on the same catalog, with ads through partners. There is no public price card in this article.

What does a local EPG and ops stack need?

Minimum viable practice for owned linear/FAST:

  1. Program Manager with DMA timezone grids

  2. EPG that matches what is actually playing; publish 7-14 days ahead when apps or partners need it; label live vs replay ("6 p.m. News - live" vs "6 p.m. News - replay")

  3. HLS output with SCTE-35 for partner ads

  4. Rescue Playlist failover when simulcast or a file fails

  5. Live calendar for newscasts, weather cut-ins, and specials, with a rehearsed return-to-schedule

  6. Geo rules when content is market-limited

When does Revidd fit, and when does it not?

Job this quarter

Better default

Why

Own a branded local FAST/linear channel inside station apps, with VOD + live + linear on one stack

Revidd

Plug-and-play OTT + FAST for lean teams: Program Manager, EPG, SCTE-35, Rescue Playlist, Ad Filler, HLS; apps across major CTV/mobile/web

Managed third-party FAST carriage onto Samsung TV Plus, Pluto TV, The Roku Channel, Tubi, etc.

Amagi or Wurl (distribution specialists)

That is their specialty. Revidd does not claim managed placement on those services

Website-only player embed of the OTA feed, no CTV apps, no linear grid

Lightweight web player / existing CMS

Do not buy a full OTT+FAST stack for a single embed

Both O&O apps and aggregator reach

Both (two contracts, two jobs)

Revidd for owned destination; Amagi/Wurl for carriage deals you win separately

Choose Revidd when: you are a US local or regional station (or small group) that needs viewers in your storefront on Roku, Apple TV, Fire TV, and mobile; you want news simulcast + FAST/linear + VOD together; your media/IT team is lean; you need real linear controls without standing up an enterprise engineering org.

Choose something else when: success is defined only as slots on third-party FAST guides (evaluate Amagi/Wurl-class distribution), or you only need a website embed.

Honest limit: Revidd helps you run owned branded linear/FAST with HLS + SCTE-35. It is not a carriage broker. For the aggregator path, read FAST channel distribution (Samsung, Pluto, Roku) and compare vendors on Best FAST channel platforms.

What does a strong operator pattern look like?

Revidd powers streaming that reaches more than 38 million viewers and 5.2 million monthly active audience across 15 countries.

Local / multi-channel pattern (when you scale beyond one feed): operators such as Lake George TV / TCN (named generically) and multi-channel linear operators like Niche Network TV use the same class of linear tooling for branded always-on channels; TrueVi-style operators run multi-channel FAST on one console. Those are channel-ops proofs, not a promise of aggregator carriage or a named DMA case study beyond approved names.

Launch checklist (print this)

  • [ ] IP linear / FAST rights confirmed for simulcast, replays, packages, music, and territory

  • [ ] Network / syndicated exclusions documented (assume no until cleared)

  • [ ] 168-hour grid built: news-heavy dayparts + overnight/weekend spine

  • [ ] Live news insert + return-to-schedule + weather cut-in rehearsed

  • [ ] SCTE-35 break map + Ad Filler + Rescue Playlist tested (if AVOD)

  • [ ] EPG 7-14 days accurate; live vs replay labeled

  • [ ] Owned apps path timed for Roku / Apple TV / Fire TV + mobile (1-2 weeks build + store review)

  • [ ] Local sales + partner ad stack assigned (SSAI through partners)

  • [ ] Aggregator carriage treated as a separate BD track (if any)

Conclusion

Launching a local TV station FAST channel is an operations and rights problem first. Simulcast the news you already produce, fill the week with cleared local inventory, put the channel on Roku, Apple TV, and Fire TV under your brand, and pick infrastructure based on destination: owned apps (Revidd) versus managed third-party distribution (Amagi/Wurl). Lean station teams do not need a big engineering org to get there when linear and apps share one plug-and-play stack.

FAQ

How do local TV stations launch a FAST channel without a big eng team? Clear IP linear rights, wire news simulcast into a Program Manager schedule, fill a 168-hour week with cleared replays and local packages, stand up HLS with SCTE-35, Rescue Playlist, and EPG, then publish into owned apps on Roku, Apple TV, Fire TV, mobile, and web. Use a plug-and-play OTT+FAST platform so you are not hiring a custom engineering org. Treat aggregator carriage as a separate partnership track.

How is this different from launching a local TV OTT app? The local TV station OTT app guide covers branded apps, storefront, and bringing live + VOD to every screen. This guide covers running an always-on linear / FAST channel: a clock schedule with simulcast inserts, not only on-demand or a single live player. Use them together with News broadcaster OTT.

Can Revidd get my station on Samsung TV Plus, Pluto TV, or The Roku Channel? No. Revidd does not claim managed carriage onto those services. Revidd supports owned branded FAST/linear in your apps with HLS and SCTE-35 tooling. For managed third-party FAST distribution, evaluate specialists such as Amagi or Wurl and run a real carriage process.

Do we need subscriptions for a local news FAST channel? Not always. Many stations keep local news free/ad-supported for habit and sell AVOD with their partners. Subscriptions or PPV fit ad-light tiers or scarce local events when the value is clear. Design the mix intentionally; keep monetization qualitative until your sales team has real inventory data.

What about SSAI and local ads? Plan SSAI through your ad partners. Mark breaks with SCTE-35 and use Ad Filler so empty pods do not go black. Revidd does not claim an in-house SSAI product; partner-connected ads are the supported path.

How long does it take to launch branded station apps with a FAST channel? On Revidd, branded apps can ship in as little as one to two weeks, then each store runs its own review timeline outside vendor control. Rights mapping, the 168-hour grid, and simulcast-insert rehearsal usually gate launch more than app binaries.
